SYRACUSE, N.Y. -- A man hit on a woman early Tuesday morning on Syracuse's South Side.

The woman turned the man down, refusing his sexual advances, police said. That's when the man became angry and attacked, police said.

Laurese Davis, 47, of 195 Parkside Drive, Syracuse, has been charged by the Syracuse Police Department with rape. He was arrested after a sexual assault was reported on his street.

Police rushed to the 100 block of Parkside Drive at 2:32 a.m. Tuesday after a rape was reported.

The victim told officers a man punched her in the back of her head when she turned him down, said Sgt. Julie Shulsky, a police spokeswoman. When the woman tried to flee, the man held her down and raped her, she said.

The woman gave investigators a description of the man who she did not know. Shortly afterward, officers arrested Davis -- who matched the suspect description -- in the 100 block of Parkside Drive, Shulsky said.

Davis has been charged with first-degree rape, second-degree unlawful imprisonment and third-degree assault. He is being held in the Onondaga County Justice Center in lieu of $75,000 bail.

Rochester, N.Y. (WHAM) — A man faces charges after he allegedly broke into a home on the city's northeast side, kidnapped a 14-year-old girl and raped her.

Police said Kelvin Hunt, 47, of Rochester, entered the home early Friday morning with a tire iron, choked the victim and "forcibly performed sexual acts upon her" before covering her head, taking her to another home and forcibly having sex with her.

Hunt allegedly took photos of the victim "for purposes of sexual gratification," pointed a handgun at her and threatened to kill her.

U.S. Marshals found him Sunday at a hotel in Gates, where a loaded .45 caliber handgun and heroin was also recovered, and arrested him following a foot chase.

Hunt is charged with predatory sexual assault, sexually motivated burglary, second- and third-degree criminal possession of a weapon, and criminal possession of a controlled substance.

Police said Hunt is a Level 2 violent sex offender, previously convicted of first-degree sex abuse by forcible compulsion in 1995 regarding an incident involving a 13-year-old girl.

"New York state has a statute that provides three levels of sex offender registration: low, which is Level 1; medium, which is Level 2; and high, which is Level 3," explained attorney Zachary Margulis-Ohnuma. "Those levels are supposed to correlate both to re-offense and how serious re-offense would be."

Margulis-Ohnuma is not affiliated with Hunt's case, but has represented both defendants and victims of sexual abuse in the past. He said Level 2 sex offender like Hunt are obligated to adhere to certain requirements.

"Themain thing with people who are registered at Level 2 is there is no specific restrictions on their freedom of movement, except that while they are on parole or probation, they can’t be within 1000 feet of a school or other places where children are," he explained.

Margulis-Ohnuma also said Level 2 sex offenders are mandated to have their information publicly available on the Internet for the rest of their lives. This includes, but is not limited to, the offender's address, current crimes of conviction and multiple photographs if available.

Police said Hunt, who was on parole for a 2004 weapons conviction at the time of his arrest, was also involved in two separate police pursuits recently.

Hunt is known to the victim's family, according to police, and additional charges may be filed as part of the ongoing investigation.

Arraignment was scheduled for Monday morning, but police said Hunt refused to leave his jail cell. He is set to appear in court Tuesday.

A Port Huron man was arraigned this week on multiple sexual assault, kidnapping and unlawful imprisonment charges after old rape kits were processed in Detroit, according to the Wayne County Prosecutor's Office.

Anthony Thornton, 46, was charged with three counts first-degree criminal sexual conduct, three counts second-degree criminal sexual conduct, one count kidnapping, and two counts unlawful imprisonment. He was arraigned Tuesday and received a $100,000 cash bond.

Thornton's charges stem from crimes reported in 2010 and 2011, officials said. The prosecutor's office was assisted by the Fair Michigan Justice Project, a program that helps law enforcement tasked with solving crimes against lesbians, gays, bisexuals and transgender people.

In the first attack, Thornton allegedly met his victim April 20, 2010, at a Detroit homeless shelter. The victim, who identifies as a lesbian, accompanied Thornton and two other men to an abandoned house to drink and smoke, according to officials.

"When victim attempted to leave, Thornton and the other men held her down and took turns raping her," officials said. "The victim had a rape kit collected, but the kit was not processed until March 20, 2015."

The DNA was a match to Thornton, officials said.

Almost a year later, Thornton allegedly struck again on March 8, 2011, inside a Detroit home. A female victim was invited to the home by a friend, but arrived to find Thornton there instead, officials said.

"Thornton overpowered the victim and raped her. Thornton only stopped his attack when he heard someone at the door," officials said. "The victim was able to escape through a back window and immediately reported the crime."

That rape kit also sat untested for years. It recently was processed and the DNA matched to Thornton, officials said. The victim has positively identified Thornton as her alleged attacker.

“These cases illustrate the tragedy of Michigan’s failure to quickly process thousands of rape kits in Detroit and the importance of Prosecutor Worthy’s longtime crusade to bring the perpetrators of sex crimes to justice," Fair Michigan Justice Project's president Dana Nessel said in a statement. "An accused serial rapist evaded justice for years, and the victims’ demands for justice were unaddressed."

Thornton faces up to life in prison on the first-degree criminal sexual conduct charges, officials said. He is due back in court for hearings on Jan. 31 and Feb. 7.
